Morten Goller is Wiersholm's Managing Partner.

Mr. Goller works with dispute resolution within the entire field of business law, but focuses particularly on procurement law and tax law. He has also litigated a number of cases relating to contract law disputes, as well as cases relating to competition law. He provides procurement law and EEA law advice, in particular on state subsidies, to Norwegian and foreign clients. Mr. Goller previously worked at the Office of the Attorney General and he has been a member of the Norwegian Complaints Board for Public Procurement. He is admitted to the Supreme Court and litigates regularly before Norwegian courts. Mr. Goller also has international arbitration and EFTA Court experience.

Mr. Goller is ranked as Norway leading expert on procurement law and as a leading civil law litigation lawyer in the Norwegian Financial Daily's annual lawyers survey. The last four years, he has also been named "Competitors' Most Sought-after Lawyer", and received the most points in total. Furthermore, Chambers and Partners and Legal 500 rank him Norway's leading procurement law lawyer, as well as one of the leading litigation and dispute resolution lawyers (Band 1).

  • Mr. Goller has litigated a significant number of tax cases, including 10 cases before the Supreme Court, which includes the following from recent years: HR-2019-140-A, Yara, HR-2018-580-A, SalMar and RT 2015 p 1260, Herkules.
  • Mr. Goller has litigated several cases relating to breaches of the competition rules, including Rt. 2008 p 1201 relating to corporate penalty and one of the very few private actions for damages for breach of the competition rules before Borgarting Court of Appeal.
  • Mr. Goller has litigated more public procurement cases than any other Norwegian lawyer, and has represented the claimant in most of the cases where significant amounts in damages have been awarded to bypassed providers. Such as LB-2012-36777, Skanska (which was awarded damages of NOK 56 million, the highest amount in any legally binding ruling), LB-2015-102226, Seby, LB-2015-72805 BT Signaal, etc. Mr. Goller also assists public clients in such actions.
